The General Assembly of the Green Party of California approved a budget for FY 2014-2015 (July 20154 – June 2015) that included $1,000 per month for voter registration database management, Nationbuilder updating & training local parties to use it (new), volunteer coordination, responding to administrative needs (new), creating and distributing training and outreach materials (new), assisting the Co-Field Organizer in travel and lodging network (new), social media outreach (new), clearinghouse order liaison (new), creating a state-wide “template database” (new), creating a GROW / Field Organizing Training Manual (new), and fundraising / fund development (new).  
  
The focus of this contract is to figure out how to contribute to local organizing.

This proposal provides an Independent contract agreement between Kendra Gonzales and GPCA, to provide certain services for GPCA as outlined above and in more detail as follows:

This Agreement is made between Green Party of California ("GPCA") and Kendra Gonzales ("Contractor") for the period between February 1, 2015 and June 30, 2015 (end of Fiscal Year, at which time the contract may be renegotiated if funds are budgeted.) This contract is viewed as an interim position to begin the voter registration drive. Other candidates may be considered for the position if funded in the next Fiscal Year (20115-2016) budget.
 
I. Services to be performed

Kendra Gonzales agrees to serve as the GPCA's (Co-Field Organizer) and perform the following services:

'''1-1''' Voter Registration Database (NationBuilder) data entry, access assistance & use training with individuals and counties.

'''1-1.1''' Work in NationBuilder to input and regularly update contact data.

'''1-1.2''' Work with Coordinating Committee, Clearinghouse Committee, GROW, IT Committee and Finance Committee to develop procedures to coordinate the voter registration drive. This includes procedures for distribution of materials, training, methods of tracking and transferring income/expenses, volunteer recruitment and assignment and establishing a protocol to share voter registration data with county organizations.

'''1-1.3''' Manage integration of statewide voter data base with other data in NationBuilder.

'''1-1.4''' Report monthly to the Grassroots Organizing Working Group (GROW) and others as needed on progress made towards the above and receive supervision by the Working Group or its designated supervisor as needed.

'''1-2.1''' Recruit new volunteers by phone and / or social media Refer to GPCA committees, working groups and county organizations where relevant.

In consideration for the services to be performed by the Co-Field Organizer, GPCA agrees to pay Kendra Gonzales:
$500 per month at $15 per hour = 34 hours per month

GPCA shall not be responsible for Contractor’s phone/fax distribution, travel and miscellaneous expenses related to work performed under this Agreement.  (a new agreement was reached at GA Jan 25th, 2105 between the GROW and Finance Committees, that the OTHER Co-Field Organizer position will include travel expenses being paid from the budget through fiscal year end June 30th (correct?) 2015.  *NOTE: this applies to the OTHER CO-FIELD ORGANIZERS AGREEMENT.  

'''IV. Client Obligations'''

In addition to the supervisorial roles by GPCA committees and working groups stated in Article I, the Personnel Committee will ultimately supervise and direct the Co-Field Organizer’s work on behalf of the Coordinating Committee.

Term of service begins on February 1, 2015. This agreement shall become effective when signed by both parties and will terminate on June 30, 2015.

'''VI. Amending or Terminating the Agreement'''

The GPCA or Kendra Gonzales may amend this Agreement at any time upon mutual agreement of terms. The GPCA or Kendra Gonzales may terminate this Agreement at any time by giving 30 days written notice of termination. The Contractor shall be entitled to full payment for services performed prior to the date of termination.

'''VII. Independent Contractor Status'''

'''7-1''' The Co-Field Organizer is an independent contractor, not a GPCA employee. The Co-Field Organizer and the GPCA agree to the following rights consistent with an independent Contractor relationship:

'''7-1.1''' Contractor has the right to perform services for others during the term of this Agreement. The GPCA shall not require Contractor or Contractor’s employees or subcontractors to devote full time to performing the services required by this Agreement.

'''7-1.2''' Contractor has the right to hire assistants as subcontractors, or to use employees to provide the services required by this Agreement with his/her own personal funds.

'''7-1.3''' Neither Contractor nor Contractor’s employees or subcontractors are eligible to participate in any employee pension, health, vacation pay, sick pay or other fringe benefit plan of GPCA.

'''VIII. Local, State and Federal Taxes'''

'''8-1''' Contractor shall pay all income taxes and FICA (Social Security and Medicare taxes) incurred while performing services under this Agreement. The GPCA will not:

'''8-1.1''' Withhold FICA from Contractor’s payments or make FICA payments on Contractor’s behalf

'''8-1.2''' Make state or federal unemployment compensation contributions on Contractor’s behalf, or

All data owned or rented by GPCA, including voter file, volunteer and donor information, shall always remain the sole property of GPCA.

This is the sole and entire Agreement between Contractor and the GPCA.

The laws of the State of California will govern this Agreement.
